Alameda County Water District
Description of Site
Alameda Creek recharge facilities contain three inflatable
dams and associated control buildings that are all located
within a public use space. Alameda County Water District was
concerned with the vulnerability of this space, while recognizing
the need to retain the public access.
Security By Design
Involvement
SBD completed a requirements analysis for security at this
public/county mixed- use site. Interviews were conducted with
the Alameda County Water District personnel, East Bay Municipal
Utility District representatives, and police departments serving
the area to better understand the security issues at the site.
A written report was provided to the District.
Following this analysis, SBD was retained to develop three
alternatives for security at the site. This report described
various combinations of manpower, systems equipment, and procedures
that could be considered to mitigate the risks to the District.
The report included acquisition costs, sustaining recurring
costs, and associated support requirements. A cost benefit
analysis to support the recommendation for the best alternative
was also prepared for the District.
Of Special Interest
Alameda Creek besides being a watershed for the County, hosts
walking and biking trails, public parks, and general picnic
areas that are totally open to public use.
