Security By Design provided the security portion of the Facility
Master Plan for the Contra Costa Water District in 1994. The
Facility Master Plan objective was to guide the development
of the District administrative and maintenance facilities
and sites for the next 20 years. SBD evaluated the facility
security and risk exposure at the Headquarters building and
at specific field locations, which were deemed to be representative
of those conditions.

Security By Design
Involvement
Security By Design assessed the current security conditions,
policies, and practices at these sites. The District and other
regulatory documents were reviewed for impact to the 20 Year
Master Plan. The potential security impact of adjacent sites
such as a school district, city yard, airport, commercial
facilities, and freeway vulnerability was assessed.
SBD prepared conceptual master plan alternatives including
estimated costs for facilities. The Contra Costa Water District
Headquarters facility which houses the administrative and
customer service operation, the operator and maintenance facilities,
equipment maintenance shop, warehousing and storage. Security
for water treatment and transmission facilities was also addressed.
The report included future planning of Security systems, safety
lighting, access control, and property access.
Of Special Interest
At the Headquarters facility, access requirements included
the collection of funds from customers, which dictated that
the building be open to the public during business hours.
