Security By Design has provided services to EBMUD since 1984
on over 24 different projects. The largest of these projects
was the new Headquarters building in Oakland, California,
which was a 10-story office building with three levels of
underground parking.

Other projects were at the Water Division's maintenance centers,
a new stores building, and remote sites such as fleet garages,
dams, reservoirs, pipelines and pumping stations. Some of
these sites are un-staffed.
SBD has also been involved in a system upgrade for the Wastewater
Division, which included their main treatment plant and remote
plants. These sites are monitored at both Wastewater's main
operations center and at the Corporate control center.

Security By Design
Involvement
For the new Administration Building Project, SBD provided
EBMUD with conceptual and schematic security designs, biddable
contract documents, assisted with the bid award process, installation
overview, and final acceptance testing. The project included
proximity access control, utilizing optical turnstiles at
the main entrance, CCTV, intercom, alarm monitoring, and a
state-of-the art central control room.
SBD services for other sites primarily included vulnerability
studies, system design for detection systems, and CCTV for
alarm verification and audit trails.
Of Special Interest
The Headquarters project was part of the Oakland's Chinatown
Redevelopment Project. Because of this, it adjoins a shopping
mall and apartment/condominium complex which share the parking
garage. SBD provided control over access in order to separate
EBMUD employees, visitors, and mall traffic under various
time and usage scenarios. The design also incorporated audio
alarm capability along with CCTV to enhance safety and security
in the garage areas.
Remote site features that are monitored by the Central Control
Room include: access control, audio communication, remote
entrance release, and video transmission.
